Not every task belongs to AI, and not every task belongs to a person. The Context Matrix sorts the work into three zones so you delegate deliberately instead of by accident.
| Zone | What belongs here |

| AI Zone | Document classification, data extraction from forms, completeness checking, status tracking, regulatory citation lookup. High-volume, rule-bound, low-judgment work. |
| Human Zone | Final approval decisions, complex zoning interpretations, variance determinations, constituent communication, policy judgment calls. Anything consequential, anything that needs accountability. |
| Collaboration Zone | AI flags incomplete applications for staff review, AI drafts compliance checklists for validation, AI summarizes reports and staff confirms. AI assists; the human decides. |
The line that never moves: a consequential decision, in public safety, permitting, code enforcement, or resource allocation, is Human Zone. AI can surface, extract, draft, and flag. A human reviews, validates, and takes responsibility.
