Why a research mode at all
A general chat tool is happy to answer from memory, and that is exactly when it makes things up. Research mode flips the default: AI may only answer from sources you provide, and it shows you where every claim came from. For a public servant, that is the difference between a draft you trust and one you have to fact-check line by line.

The five-step research method
Write the real question in one sentence. A sharp question is half the research.
Collect the documents that actually hold the answer. Quality of sources caps quality of answer.
Make AI answer only from your sources and cite where each claim came from.
Ask for the throughline across sources, not a summary of each one in turn.
Open the citations. If a claim has no source in your documents, treat it as unproven.
NotebookLM fundamentals
NotebookLM is a free Google tool built for exactly this. You upload your sources, your documents, PDFs, pasted notes, even links, and it becomes an expert on only those. Every answer it gives is grounded in what you loaded and footnoted back to the page it came from.
Upload up to dozens of documents. For this audience that might be: the public-records policy, the retention schedule, and the relevant ordinance.
Question the whole stack at once. Answers come with citations you can click to the exact passage.
One click turns your sources into a briefing doc, an FAQ, a timeline, or an audio overview you can listen to.
